Duration: Concentration, up to 10 Minutes

You magically fill the lungs of a Medium or smaller creature you can see in range with water. The target must succeed on a Constitution saving throw. On a failure, the target can’t speak or form verbal components and is suffocating for the duration. On a success, the target can only speak falteringly and can't form verbal components until the end of its next turn. A creature that doesn’t need to breathe or can breathe water is immune to this spell.

As an action, the target can try to retch out the water and repeat the save, ending the spell on a success.

Using a Higher-Level Spell Slot. The spell can affect a Large or smaller creature, if cast with a level 6+ spell slot; a Huge or smaller creature, if cast with a level 7+ spell slot, or a creature of any size, if cast with a level 8+ spell slot.
